My moms weightloss problems?

Well my mom is 53 years old, has had 4 kids(2 being me and my twin brother),has had a total hysterectomy,and has had to have a surgery to put her organs back in the right place because me and my twin moved them around quite a bit.

She has been on a low Calorie(under 1300),low carb,high fiber,low fat,low sugar diet for 2 years now. Her diet is lean meats,vegetables and fruit. Our household also does not consume fast food and hasn’t since before I was born(18 almost 19 years).

She is very active,does virtually no lounging around except at night when it is time for bed.

I am asking you guys for help because she is really getting discouraged she has only lost 4lbs in 2 years and is wanting to give up. She is 5′2″ 190lbs and I think she really needs to lose more because she is now having a lot of problems with her arthritis and body image issues.

Does anyone have any tips?Know someone with similar problems? Any ideas as to what she might be doing wrong?

I feel like her problems are partially my fault because the pictures I have seen of her before she got pregnant show her in perfect shape but the during and after photos show her significantly larger.

Anywho she has this theory that she’ll be more photogenic, and prettier, after the weightloss. This got me thinking.
